Accuracy is one thing but the big NTIA spec is Stability. A member may have a radio that he or she can get accurately on frequency manually but if the Stability spec is outside +/-20Hz it is not compliant. You must really have a rig with a TCXO that is .66PPM or better (or 1PPM if you are only operating below 20MHz).
