Following is an exerpt of a 22NOV07 signatory by the three
chiefs.
Effective 1 JAN 07, Transcon ALE and tri-service ALE when
operating in voice mode, is obligated to comply with the three
chiefs joint signatory instruction.
This is recently released so if everyone doesn't have the full
copy, be patient. You should through your command chain.
It has been my instruction all along for those ALE frequencies
I am responsible for, I don't care which MARS assumes ANCS
I need a net report of stations in, time, and traffic handled, ASAP.
For Transcon ALE of AFMARS, the net designator is TAL.
AFMARS stations operating on Transcon or tri-service ALE
need to submit a participation activity report to their SMD, with
a copy to me, quarterly. The time, including frequencies scanned,
multipliers, will be IAW the same credit reporting for net TPN (BBS) as
indicated in the MOI. It is imperative and this time be reported to
provide jusification of our ALE operations.
The joint vocie net operating procedure is new, and not the same
as the three MARS have had, separatly.

DoD LETTER OF PROMULGATION
1. The Standard Operating Procedure for Calling and Operating a
Voice Net was developed under the direction of the Chiefs of
Army, Air Force and Navy-Marine Corps MARS and is promulgated
for use by the Army, Air Force and Navy and Marine Corps.
2. Standard Operating Procedure for Calling and Operating a
Voice Net is an UNCLASSIFIED, nonregistered publication.
3. Standard Operating Procedure for Calling and Operating a
Voice Net will be required for use in all three MARS as of 01
JAN 2008.
4. Standard Operating Procedure for Calling and Operating a
Voice Net supersedes the procedures of the following directives:

c. Navy-Marine Corps MARS: NTP 8(D), Chapter 7.
