TRI-SERVICE OPERABILITY FORUM

Not so long ago MARS consisted of three distinct branches, one from each of the military services. Recently, however, we find ourselves drawn together with a single mission, to provide emergency communications to local, state and federal authorities during emergencies. With that in mind, it is now clear that all MARS members must participate under the MARS banner as a single, unified communications entity.

On 22 November 2007 the first joint service instruction was issued, titled "U.S. Military Affiliate Radio System (MARS) Joint Air Force, Army, Navy-Marine Corps Standard Operating Procedure for Calling and Operating a Voice Net."

Members are invited to read this document and prepare themselves for it's implimentation on January 1, 2008.

AFF1N's NCS Script Instruction, dated 19 December 2007, can be downloaded and printed from this link. NCS's are encourged to begin using this Script immediately.

AFF1N's printable Net Control Script (Version 01.01.08) is now available by clicking on the NCS drop-down menu on the main page or in the NCS forum in the Links and Download page. All interested members are invited to download all four pages of this document.
The printable script mimics the script in the Excel Log program Part 2. The Excel NCS logging program, Version 01.01.08, and Part 2 of the Log program, are available for down load in ZIP file from the NCS or Links and Down load pages. NCS's are encouraged to download and immediately use this program. The idea being to capture and correct errors prior to 1 January 2008.

LETTER OF PROMULGATION

1. The Standard Operating Procedure for Calling and Operating a Voice Net was developed under the direction of the Chiefs of Army, Air Force and Navy-Marine Corps MARS and is promulgated for use by the Army, Air Force and Navy and Marine Corps.

2. Standard Operating Procedure for Calling and Operating a Voice Net is an UNCLASSIFIED, non-registered publication.

3. Standard Operating Procedure for Calling and Operating a Voice Net will be required for use in all three MARS as of 01 JAN 2008.

4. Standard Operating Procedure for Calling and Operating a Voice Net supersedes the procedures of the following directives:

a. Army MARS:

b. Air Force MARS:

c. Navy-Marine Corps MARS: NTP 8(D), Chapter 7.

5. Permission is granted to copy or take extracts from this publication without the consent of the MARS Chiefs.

6. This publication, or extracts thereof, may be carried in aircraft or ships for use therein.

7. Correspondence concerning this publication should be addressed via the normal MARS chain of command to any one of the three MARS Chiefs.
